Student Cell Phone Use at School – What Parents Need to Know

At Newton Falls, our goal is simple: we want every student focused, engaged, and ready to learn each day.

To support that goal, Ohio has passed a new law that changes how cell phones can be used at school.

What Is Changing?

Beginning January 1, 2026, Ohio law requires all public schools to prohibit student cell phone use during the instructional day.

Newton Falls is implementing this requirement in alignment with Board Policy 6.19 – Student Code of Conduct and Board Policy 6.52 – Electronic Communications Devices.

What This Means for Students

  • Cell phones must be put away and not used during the school day
  • Phones should remain out of sight, in backpacks or designated storage
  • Devices must be set to silent or vibrate
  • This applies throughout the entire instructional day, including class time, hallway transitions, lunch, recess, field trips, etc.

This expectation also applies to cell phone-related devices, including:

  • Smart watches that send or receive messages or calls
  • Earbuds and headphones
  • Any electronic device that distracts from learning

Are There Any Exceptions?

Yes. Cell phone use may be allowed in limited situations, including:

  • Educational activities approved by a teacher
  • Documented health needs
  • Students with an IEP or 504 Plan that requires a device to measure health-related data, or assist with instructional purposes.
  • Emergency situations, consistent with school safety plans

Why This Change Matters

This update is about supporting students, not punishing them. Research and experience show that reducing phone use during the school day:

  • Improves focus and attention in class
  • Reduces distractions and disruptions
  • Supports student mental health
  • Encourages stronger peer interaction and engagement

How Families Can Help

We ask families to partner with us by:

  • Talking with students about phone expectations before and after school
  • Reinforcing the importance of focus and responsibility
  • Encouraging good attendance, effort, and a positive attitude toward learning

When schools and families work together, students benefit.
